Katie Spear serves as First Lieutenant in the Orange County Detention Center.

Spear grew up in Efland and graduated from Orange High School. After working several years in customer service in a Durham based chemical plant, she applied to the Orange County Sheriff’s Office in 2009. Shortly after Charles Blackwood became Sheriff in 2014, he recognized Katie Spear as "Employee of the Month.” He later promoted her to Corporal in March of 2017 and then again to Sergeant January of 2018. In December of that year, the Chapel Hill Carrboro Chamber of Commerce recognized her as a Community Hero and the Sheriff’s Office Employee of the Year.

Katie Spear became the first female lieutenant in the agency in 2019; in April 2020 she received an additional promotion to first lieutenant. As such, her duties are wide ranging. They include overseeing the transport team, administering the State Misdemeanor Confinement Program, collaborating with Pre-Trial Services, ensuring legal and bond paperwork is correct when forwarded to the courts, maintaining the DEA compliance certificate for the facility, managing the billing for the transportation of those under involuntary commitment orders, coordinating with the US Marshall's and contract medical staff, and supervising the shift sergeants and the kitchen director.
