Office Bios

Alicia Stemper is a native of nowhere, but after a childhood spent hopscotching around the country, she is a proud long-time resident of Orange County and has lived in all three municipalities.

 

With an undergraduate degree in English and a Master’s degree in Social Work, Alicia began her career as a crisis counselor at the Chapel Hill Police Department. After then staying home with her children for a few years, she became a mitigation investigator, travelling around the state and country researching the psychosocial history of clients charged with or convicted of death penalty crimes.

 

Since 2010, Alicia began to balance the ongoing emotional rigors of her work by pursuing her longtime love of photography with a new fervor. Her most significant passion project, Vitamin O, combines essays and images depicting the people who make Orange County such a unique place to live, work, and play. Part of this work hangs in a permanent exhibit in the Whitted Building in Hillsborough.

 

In 2017, Alicia accepted a two year appointment to serve as an Orange County magistrate. In this role, she heard probable cause testimony, processed arrestees, set pretrial conditions of release, performed marriages, and presided over small claims court.

 

In 2019, she became the Director of Public Information and Special Services at the Orange County Sheriff’s Office, using her academic background, her law enforcement and legal experiences, and her love of photography to serve residents of Orange County on behalf of the Sheriff.

Amber Keith-Drowns - Works directly with victims of domestic violence, sexual assault, and child abuse. In 2007, she became certified as a Victim Services Practitioner through the North Carolina Victim Assistance Network. Prior to starting work at the Sheriff’s Office in 2001, she completed an internship at the Orange County Rape Crisis Center. She graduated from East Carolina University in 2001 with a Bachelor of Science Degree in Criminal Justice.  

 

Amber is currently a member of the Sexual Assault Response Team, Domestic Violence Task Force, and the Multidisciplinary Team for Orange County. She is a bi-annual guest trainer for Compass Center and the Orange County Rape Crisis Center volunteers, as well as students from the UNC School of Law who work with Domestic Violence victims to file Domestic Violence Protective Orders (DVPO). She assists victims in filing 50B protective orders and also assists Judges and the Clerk’s Office to address Domestic Violence Protective Order cases.

Deputy Roberson was born and raised in neighboring Person County. There he attended Piedmont Community College and obtained an Associate’s Degree in Criminal Justice. He then began his career in 2002 with the Roxboro Police Department.  During his tenure there he was promoted to the rank of Sergeant in 2008. While serving in this position he was assigned as a Watch Commander to the Patrol Division, and was also assigned to the Criminal Investigations, and Professional Standards/ Training divisions.

 

In 2013, Deputy Roberson was awarded the Advanced Law Enforcement Certificate from the North Carolina Criminal Justice Education and Training Standards Commission. He also graduated from the Management Development Program at the North Carolina Justice Academy in November of 2014.

 

Since becoming a member of the Sheriff’s Office in 2016, Deputy Roberson has completed assignments with our Detention Center, Patrol and Training Divisions.  During this time he assisted with our Basic Law Enforcement Training Academy as a Qualified Assistant with Durham Technical Community College.

 

Deputy Roberson is currently assigned to the Community Services and Crime Prevention Division.  This role allows Roberson facilitate and promote all of the Sheriff’s Offices Community Service initiatives. This includes LifeTrack Program, Citizen’s Academy, Neighborhood Watch, and the VISION program.

Corporal Peele was born and raised in Johnston County. She began her career in Law Enforcement in 2008. She joined the Orange County Sheriff’s Office in 2015. She is certified in many different areas of Law Enforcement.

Since becoming a member of the Sheriff’s Office in 2015, Corporal Peele has completed assignments with our Patrol, Narcotics, and School Resource Officer Divisions.  Corporal Peele is currently assigned to the Community Services and Crime Prevention Division and a member of the NC Crime Prevention Association.
